The bidder must confirm that neither the bidder nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that the relevant exclusion grounds do not still apply. The ESPD also contains other standard exclusion grounds, but the machine-readable notice did not set out all precise details; these must be checked in the tender documents. If an exclusion ground applies, the bidder may provide a description of self-cleaning measures and evidence of restored reliability where permitted.
