The machine-readable notice includes the usual exclusion grounds, such as participation in a criminal organisation, corruption and fraud. For these grounds, the bidder must confirm that neither it nor its management or supervisory body members have been finally convicted of the relevant offence within the last five years, or that the exclusion period no longer applies. If an exclusion ground exists, the bidder may provide a description of self-cleaning measures and evidence showing restored reliability. The exact exclusion grounds and any evidence requirements should be checked in the tender documents if needed.

The bidder must submit the completed technical description and technical requirements form on the template provided by the contracting authority. According to point 23 of the technical description, the bidder must hold an ISO 27001 certificate, a SOC 2 audit report, or other equivalent evidence of compliance with an information security standard. If no precise experience, turnover or team requirements are stated in the machine-readable notice, they must be checked in the tender documents.
