Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, representation or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or offences related to terrorist acts or terrorist activities. If such a ground applies, the bidder may submit evidence of self-cleaning measures where allowed. The machine-readable notice listed the exclusion grounds, but any additional precise conditions should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 catering contract in the last 36 months, with a duration of at least 12 months, whose subject was the provision of school lunches in a school for at least 400 pupils or school staff. A list of completed contracts must be submitted with the contract partner’s details, a description of the contract subject, the number of people catered for, the contract signature and performance dates, the contract period, and, for public contracts, the reference number. During contract performance, at least one cook holding a Cook, level 4 professional certificate or an equivalent vocational qualification must work in the school’s on-site kitchen team. A 2-week sample menu must also be submitted and must meet the technical specification requirements, including cafeteria breakfast and lunch and school lunch. The tender must comply with all tender document requirements, conditional tenders are not allowed, and the bidder must confirm that it has visited the site. In the case of a joint tender, a power of attorney from the joint bidders must be provided. The machine-readable notice did not include any additional precise qualification or compliance requirements beyond the above; if needed, these must be checked in the tender documents.
