Compliance requirements
The machine-readable notice included standard exclusion grounds, including participation in a criminal organisation and corruption. The bidder must confirm the absence of such grounds and may, where allowed, provide evidence of self-cleaning. The notice also refers to the usual exclusion grounds in the procurement documents; precise details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have professional liability insurance with a sum insured of at least EUR 200,000. The bidder must confirm the existence of the insurance policy in the ESPD, and the contracting authority may request a copy of the policy.
For the school cleaning lot, the bidder must have experience in providing cleaning services during the 36 months before the start of the procurement: at least two indoor cleaning assignments on sites with a cleaning area of 5,000 m² or more, and at least two outdoor cleaning assignments on sites with an outdoor cleaning area of 10,000 m² or more. The bidder must provide descriptions of the completed work, values, periods, client details and other requested contact information.
The ESPD also requires confirmation that the tender complies with the procurement documents and, where necessary, that equivalence has been explained and supporting evidence has been provided.
