Compliance requirements

The ESPD must confirm that neither the bidder nor its management, representation or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD, or that any disqualification period has expired. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD must also include information on electronically available evidence where applicable. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must submit a service description that matches the technical specification and explains the objectives, research tasks and questions, methodology, sample and timetable. At least a 3-person team must be formed for service delivery, including at least a project manager, an interviewer/survey manager and an analyst. All named team members must participate in the roles described in the bid, and their names and roles must be provided. The project manager must have, within the last 60 months, worked as a project manager or team leader in at least two social-sector applied research, impact assessment or policy analysis projects. The interviewer/survey manager must have, within the last 60 months, worked as an interviewer, survey manager or expert in at least two similar studies in the social sector. The analyst must have, within the last 60 months, worked as an analyst in at least two social-sector applied research, impact assessment or policy analysis projects. The social sector includes social welfare, foster care, child protection, labour market issues, public health, social inequality and support for people with special needs. If the experience is older, it is counted only if the person was on parental leave or fulfilling military service in the meantime; in that case the CV must explain why the period was extended. A completed CV must be submitted for each role, with enough information for the contracting authority to verify compliance. A power of attorney for joint bidders must be submitted if the bid is a joint bid, and the names and personal identification codes of authorised persons, or confirmation that no such persons exist, must be provided if they are not visible in the business register. The bidder must also confirm the preference for environmentally friendly solutions during contract performance.
