Compliance requirements

The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The contract notice also includes a confirmation regarding payment of taxes and social security contributions.

Qualification criteria and exclusion grounds

By the tender submission deadline, the bidder must have a valid registration in the economic activities register (MTR) as a postal service provider. The bid must confirm compliance with the procurement documents, that any equivalence has been explained and supporting evidence attached where necessary, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In addition, the bidder must provide the website address of the self-service environment and confirm that it meets the technical specification and will operate throughout the framework agreement period. In the case of a joint tender, a power of attorney from the joint bidders must be attached. If the tender is successful, the bidder must also provide the details of the contract signatory, the contact person and the email address to which the contract should be sent for signature. If the machine-readable notice did not include precise requirements for any other qualification or compliance condition, they must be checked in the tender documents.
