The tender documents include the usual exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other grounds listed in the procurement documents. The bidder or its representatives may need to answer yes/no questions, provide dates and explanations, and may submit self-cleaning evidence where allowed. Qualification criteria and exclusion grounds
The bidder must have enough snow-clearing machinery for the lot or lots it wants to serve: at least one suitable snow-clearing tractor per area, with four-wheel drive and at least 90 kW power. The bidder must provide an overview of the equipment, including power, registration number and the basis for the right of use. If the bidder relies on subcontractors for a lot, it must submit a separate ESPD for those subcontractors. The documents also require information about the technical person or unit, including name, profession, qualifications and experience, and the bidder must confirm that its tender follows the tender documents and that any equivalent solution is explained and supported by evidence. For joint tenders, a power of attorney from the joint bidders must be attached.
