Compliance requirements
The bidder must confirm that neither it nor the members of its representative, management or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. It must also be checked whether the bidder or related persons are subject to sanctions or other statutory exclusion grounds. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total net turnover from all business activities in each of the last three completed financial years must be at least EUR 500,000 per year. The ESPD must include data on the turnover for the last completed financial years before the start of the last three procurement procedures. The tender must be prepared in Estonian, and foreign-language documents must be submitted together with an Estonian translation, except for technical documentation, which may be in English. The tender package must include sample documentation for the charging stations and related infrastructure, as well as documentation proving compliance with the technical description, safety requirements and applicable laws or standards. In the case of a joint tender, a power of attorney for the joint bidders’ representative must be submitted and a authorised representative must be named. The bidder must confirm compliance with the procurement documents, that equivalence has been explained and supporting evidence attached, and that the offered goods are not the object of international sanctions and do not originate from sanctioned areas.
