Compliance requirements
The bidder must confirm the standard exclusion grounds in the ESPD, including no final convictions in the last 5 years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground exists, the bidder may need to show self-cleaning measures where allowed. The notice also includes sanctions-related confirmations: the bidder must not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, or entities controlled by them or acting on their instructions. The bidder must also confirm that any subcontractors and suppliers used in performance are established in Estonia, another EU Member State, another EEA country or a WTO GPA country. Precise exclusion details and any supporting evidence requirements must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed, during the 36 months before the start of the procurement, at least 2 catering service contracts, each for at least 12 months, where the subject was school lunch service in a school for at least 600 pupils or school staff. The bidder must provide a list of the completed contracts with the required details: contract partner, contact details, description of the contract object including the number of diners, contract dates, contract period, and reference number if applicable. The notice says the exact qualification requirements are otherwise to be checked in the procurement documents. For the performance team, the bidder must ensure that at least one cook is available every day, with at least senior cook professional qualification level 5 or an equivalent qualification, and the cook’s details must be submitted no later than the start of service after contract signature. The bidder must also confirm that the offer complies with all tender documents, that the bidder has inspected the service location and signed the inspection record before the bid deadline, and that the sample menus meet the technical specification.
