Compliance requirements
The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies, procurists or other persons with authority to represent or control the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour, human trafficking, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide a description of self-cleaning measures, if allowed in this procurement. The bidder must also confirm tax and social security payment information and, where necessary, provide details of authorised persons.
Qualification criteria and exclusion grounds
The team leader must have at least a master's degree or an equivalent qualification and experience of managing at least three maritime-sector projects during the 60 months before the start of the procurement. The degree must be evidenced by a diploma or other proof of education, and the experience by a CV.
The bidder must assemble a team for contract performance whose members together cover at least the following experience areas: IT-sector process management, planning, development, operation or enablement; marine sensor technology development; energy solutions, including alternative fuels or other alternative energy solutions; use or development of communication solutions; and construction of floating platforms for offshore or ocean conditions. A CV and a completed list of experience must be submitted for each team member.
As compliance requirements, the bidder must confirm that the tender complies with the procurement documents, that the tender price is submitted in the required structure, that a joint tender includes a power of attorney, and that the tender is unconditional. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value are not Russian citizens, residents or entities established in the Russian Federation, nor entities owned or controlled by them. When marking business secrets, the bidder must justify which information is confidential.
