Summary

The tender concerns piloting a network of smart buoys. The work includes theoretical modelling and testing, as well as the construction and testing of marine platform prototypes. Autonomous and modular marine platform prototypes with a data management platform will be developed in the Gulf of Finland area, and autonomous modular platform prototypes for pollution detection will be developed in the Gulf of Riga and the Väinameri area. The bidder must take into account team requirements, sanctions confirmations and confirmation of bid compliance.

Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other exclusion grounds named in the tender. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must also confirm that it does not use subcontractors or suppliers linked to the Russian Federation in the manner described for more than 10% of the contract value. The contracting authority may reject a tender if the contract to be concluded would be void due to sanctions rules. Qualification criteria and exclusion grounds

The team leader must have at least a master’s degree or an equivalent qualification and experience managing at least three maritime projects during the 60 months preceding the start of the procurement. The bidder must submit the team leader’s CV and a copy of the document proving the education. The bidder must form a team to perform the contract. Together, the team must cover experience in at least the following areas: IT process management, planning, development, operation or enablement; development of marine sensor technology; energy solutions, including alternative fuels or other alternative energy solutions; use or development of communication solutions; construction of floating platforms for offshore or ocean conditions. A CV and a completed list of experience must be submitted for each team member so that the contracting authority can assess compliance with the requirements. The bidder must confirm that the tender complies with the procurement documents and must submit the tender price in the required structure. If the bidder participates as a joint tenderer, a power of attorney for the joint tenderers must be attached. If the bidder relies on the capacities of other entities or uses subcontractors, this must be declared accordingly.
