Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and other mandatory exclusion grounds listed in the ESPD. If an exclusion ground exists, the bidder may have to provide details of the conviction, the date, the reason, the person concerned, the exclusion period, and any self-cleaning measures. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bid must comply with the requirements set out in the tender documents and the technical specification. The bidder must submit the technical specification/bid form from Annex I and the manufacturer’s technical documentation so that the contracting authority can verify the characteristics and compliance of the offered products. All offered products must bear the CE marking and comply with Medical Device Regulation (MDR) 2017/745; the bidder must provide the manufacturer’s compliance documents. The bid must be unconditional, and the bidder must confirm that the bid complies with the procurement documents and that, where relevant, equivalence has been explained and supporting evidence has been attached. The required contact person details must also be provided: the name and job title of the person signing the contract, together with the basis for signing, and the name, phone number and email address of the contact person for contract performance. If any information is treated as trade secret, this must be justified. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents.
