Compliance requirements
The tender documents set out the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory exclusion cases. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning, where allowed by the procurement rules or the tender documents. The machine-readable notice does not provide the full list in this excerpt, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder's net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 500,000. The bidder must enter these figures in the ESPD and, on request, provide an extract from the annual accounts or, if annual accounts are not publicly filed in the home country, a notarised or otherwise duly certified report.
The bidder must have performed at least one or more sales contracts in the last 48 months under which at least two rail-track lubrication system equipment sets were sold and installed in total. At least one installation must have been carried out in Nordic climate conditions with an outdoor temperature range from -35 to +45 °C. For the reference contracts, the bidder must provide a description, total amount, the bidder's scope of responsibility, contract and performance period, and the client's contact details; the contracting authority may request confirmation from the client.
The bid must include the technical specification of the lubrication system equipment proving compliance with points 4.2 and 4.3 of the technical description. The bid must comply with all tender documents, and conditional bids are not allowed.
If the bidder is not registered in the Estonian commercial register, it must submit an officially certified extract from the register of its country of establishment together with an Estonian translation. In the case of a joint bid, the joint bidders must be registered, a power of attorney must be submitted, and all joint bidders must provide an ESPD. If the bidder relies on another company's resources, the relevant consent and the other entity's ESPD must be submitted. If needed, an arborist or an equivalent professional with at least EQF level 4 must be involved.
