Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism-related offences, child labour, or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm payment of taxes and social security contributions and confirm that it does not use subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to Russian citizens, residents, or entities established in the Russian Federation. In addition, the offered goods must not be subject to international sanctions and must not originate from sanctioned territories.
Qualification criteria and exclusion grounds
The bidder must submit the technical specification form and complete all empty fields in it. The bid must include conformity certificates, product catalogues, information materials, user and maintenance manuals, or other technical documentation proving that the offered products comply with the tender documents. The bidder must also submit the required samples, at least 5 pieces, before the deadline for submitting tenders, as well as manufacturer-provided information material confirming the data stated in the technical specification. If the bid is submitted as a joint bid, a power of attorney from the joint bidders must be attached. The bid price must be provided according to the prescribed structure. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents.
