Development and maintenance service for the unified intranet of Tallinn City institutions

The bidder and its representatives, management or supervisory body members must not have been convicted of participation in a criminal organisation, corruption, fraud or other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also requires confirmation, where relevant, that the bidder will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens or residents of the Russian Federation, entities established in Russia, or persons/entities linked to them. The contracting authority will reject the bid if the contract to be concluded would be void due to sanctions rules. The bidder must have completed at least one similar contract within the last 36 months with a VAT-exclusive value of at least EUR 50,000. A similar contract means a contract for the development, implementation and maintenance of an information system based on the Drupal content management system. Ongoing contracts may also be taken into account if they can be performed in stages and the information system has been accepted at the implementation and development stage and maintenance services are already being provided. The bidder must submit in the ESPD a list of completed contracts with their value, dates and details of the other contracting party, and, upon request, the client’s confirmation. For the specialists directly involved in contract performance, the bidder must submit the CV forms provided by the contracting authority as Annex 3. The bidder must also confirm that it has requested and obtained access to the source code of the unified intranet system of the City of Tallinn institutions and the related documentation, because otherwise the bid will be rejected. The bid must comply with all conditions set out in the tender documents, and conditional bids are not allowed.
