Compliance requirements
The bidder must confirm that neither the bidder nor its management, representative or supervisory body members have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The contracting authority also applies a sanctions requirement: the bidder may not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of such persons or entities acting on their instructions. If this condition is not met, the contracting authority may reject the tender. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total net turnover for the last 3 completed financial years must be at least EUR 5,000,000. Joint bidders may rely on the combined turnover of all joint bidders to meet this requirement. The bidder must provide extracts from the reports for the last 3 completed financial years, or other evidence accepted by the contracting authority, showing the turnover. The bidder must hold a valid ISO/IEC 27001 certificate or an equivalent information security management system certificate. To perform the work, the bidder must assemble an 8-member team with at least the following roles: SAP project manager, SAP migration architect, SAP ABAP developer, SAP human resources and payroll module expert, SAP financial accounting module expert, Treasury and Risk Management module expert, SAP sales module expert, and SAP materials management module expert. CVs and copies of education documents must be submitted for the team members; the CVs must show completed projects. The tender must comply with the requirements in technical specification sections 4 and 5 and include the required tender content and price breakdown. To review the descriptions of confidential interfaces and the general analysis of self-developed code, a signed confidentiality agreement must be submitted. If this is a joint tender, an authorised representative must be named and a joint bidder power of attorney must be attached. The machine-readable notice did not include any other precise selection or compliance requirements; these must be checked in the tender documents.
