Compliance requirements
The bidder must confirm that neither it nor members of its management bodies have been convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning and restored reliability where permitted. The machine-readable notice listed the exclusion grounds, but the full list must be checked in the ESPD and tender documents.
Qualification criteria and exclusion grounds
The bidder’s total net turnover for the last 3 completed financial years must be at least EUR 5,000,000. To prove this, the bidder must submit extracts from the last 3 annual accounts or publicly available registry data if the contracting authority can access them. The bidder must hold a valid ISO/IEC 27001 certificate or an equivalent information security management system certificate. To perform the work, the bidder must assemble an 8-person team: SAP project manager, SAP migration architect, SAP ABAP developer, SAP human resources/payroll module expert, SAP financial accounting module expert, Treasury and Risk Management module expert, SAP sales module expert, and SAP materials management module expert. The bidder must submit CVs and copies of education certificates for the team members, and the CVs must show previous project experience. The bid must also include the technical offer, a breakdown of the price by project stage, a power of attorney for joint bidders if the bid is joint, and a confirmation that subcontractors or suppliers from the Russian Federation, or entities controlled by them, will not be involved for more than 10% of the contract value. In addition, access to confidential technical documents must be requested no later than 1 day before the bid submission deadline.
