Compliance requirements
The machine-readable notice included exclusion grounds for criminal organisation participation, corruption, fraud and other standard mandatory exclusion grounds. If any exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where permitted by the tender documents or applicable law. The exact list of exclusion grounds and any bidder confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must show annual turnover of at least EUR 100,000 in each of the last three financial years ended before the start of the procurement. As preliminary evidence, the bidder must confirm compliance in the ESPD and, if requested, provide extracts from the last three annual reports. If the bidder relies on another entity’s resources, the bidder must also provide that entity’s details and a jointly signed liability statement.
The bidder must have at least one properly performed contract for the sale or supply of goods similar to the contract subject matter within the 36 months before the start of the procurement. Evidence may include a list of completed contracts with dates, amounts and the other contracting party’s details. The contracting authority may also request confirmation from the customer that the contracts were performed properly.
To prove compliance of the offer, the bidder must submit manufacturer product information or other documents showing that the offered products meet the technical specification, and confirm compliance on the form provided by the contracting authority. If the original material is in another language, a free-form Estonian translation must be added.
The bidder must state delivery times in the required form and offer a delivery time that is no longer than the maximum allowed for each quantity range. Initial orders must be delivered by 14 December 2026 at the latest, and the bidder must confirm that these quantities and deadlines can be met.
The bidder must state the warranty period in months; the warranty must be at least 12 months from handover of the goods.
If the bid is joint, a power of attorney for the joint bidders must be attached. The bid must comply with all tender document requirements, and conditional bids are not allowed. The bidder must also confirm that the bid price is submitted in the required structure.
