Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements set out in the tender documents. In particular, the machine-readable notice states that the bidder's construction-sector net turnover for 2023 and 2024 must be at least EUR 600,000 in each year, based on the approved and publicly filed annual accounts. The bidder must also show experience as main contractor in building at least two silo storage facilities (code 24233, structures for storing agricultural products or animal feed) during the 60 months before the start of the tender, with at least one facility having a layout with at least two bays. The bidder must provide the names, locations, capacities, number of bays and completion dates of the reference projects. In addition, the bidder must show experience in designing at least two silo storage facilities with at least two bays to the stage of a working design during the same 60-month period, again with names, locations, capacities and completion dates. The project manager must hold a valid Level 6 certified civil engineer qualification, or an equivalent professional qualification, and must have experience in carrying out construction works for at least two silo storage facilities during the same 60-month period. The site manager must hold a valid Level 5 certified civil engineer qualification, or an equivalent professional qualification, and must also have experience in carrying out construction works for at least two silo storage facilities during the same period. For the project manager and site manager, the bidder must provide evidence of competence and experience. The tender documents also require confirmation of compliance with the tender documents and, where relevant, proof of equivalence.
