Compliance requirements
The machine-readable notice includes standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion checks. If an exclusion ground applies, the bidder may be asked to provide dates, reasons, the person concerned, the exclusion period, and evidence of self-cleaning. The exact list should be checked in the tender documents.
Qualification criteria and exclusion grounds
For Lot 1, the bidder must show that it has successfully completed at least 3 similar furniture sales contracts in the 36 months before the start of the procurement, each worth at least EUR 20,000 excluding VAT, or alternatively 1 similar furniture sales contract worth at least EUR 40,000 excluding VAT. For Lot 2, the bidder must show at least 1 similar furniture sales contract completed in the same 36-month period, worth at least EUR 2,000 excluding VAT. The bidder must also submit a compliant offer, confirm that the offer meets the tender documents, provide the required furniture specification and product description, and confirm the required warranty and spare-parts availability where applicable. The bidder must be established in Estonia, another EU Member State, another EEA country, or a WTO Government Procurement Agreement country.
