Compliance requirements
The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm the required yes/no statements and, where applicable, provide the conviction date, reason, person convicted, exclusion period, self-cleaning measures and electronic evidence details. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where allowed by law or by the tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least 1 maintenance services contract for a building with more than 10,000 m² of enclosed net floor area during the 36 months before the notice was published. On the reference object, the bidder must have carried out the maintenance activities listed under EVS 807 codes 240, 250 and 270. The bidder must provide a list of contracts in the ESPD with contract partners, contact details, the project address and the contract period; if the contracts were awarded through public procurement, the procurement reference number must also be included. On request, the bidder must provide a confirmation letter from the previous client showing that the services were performed properly. The project manager must have at least secondary education and either an Estonian professional certificate at least at level 5 as Property Manager or Property Maintenance Master, or equivalent, or experience gained in the last 3 years in managing maintenance works for at least two buildings with more than 2,000 m² of enclosed net floor area, with management lasting at least 6 months for each such assignment. The bidder must submit the data of all involved specialists in Form 4 and attach a copy of the education certificate. If the professional certificate was issued in Estonia, the contracting authority will check it in the public professional register; if it was issued abroad, the bidder must submit the qualification certificate and a document from the competent Estonian authority confirming equivalence. The bid must comply with all tender document requirements, the price must be submitted separately for each lot in accordance with Form 3, and the fixed hourly rate must fall within the specified range. If bidders submit a joint tender, they must appoint an authorised representative and submit a power of attorney and a joint and several liability confirmation in accordance with Form 8. The bidder must confirm that neither the bidder nor any person whose qualification is relied on has its residence or registered office in the Russian Federation or the Republic of Belarus.
