Compliance requirements

Qualification criteria and exclusion grounds

The bidder must have at least 1 reference from the last 36 months: technical maintenance work on at least one building with a closed net area of more than 10,000 m². The reference must cover the maintenance activities listed under EVS 807 codes 240, 250 and 270, and all of those activities must have been performed on the reference object. Contract details must be provided in the tender passport, including the contract partners, contact details, object address and contract period; if the contract was awarded through a public procurement procedure, the procurement reference number must also be included. The contracting authority may request a confirmation letter from the previous client that the work was performed properly. For the project manager, the bidder must provide details and a copy of the education document; the project manager must have at least secondary education and either a professional certificate issued by the Estonian Association of Property Maintenance at level 5 or equivalent, or Property Technical Maintenance Master, level 5 or equivalent, or experience from the last 3 years of managing technical maintenance work on at least two buildings over 2,000 m², with each management assignment lasting at least 6 months. If the certificate was issued in Estonia, the contracting authority will check it in the public professional register; for a foreign certificate, the bidder must submit both the certificate document and a document from the competent Estonian authority confirming equivalence. The bid must comply with all conditions set out in the procurement documents, and the bidder must submit Form 2, Form 3, Form 4 and, where applicable, Form 8. If an equivalent solution is offered, the relevant evidence must be attached.
