Compliance requirements
The tender documents state two exclusion grounds. Qualification criteria and exclusion grounds

The tender documents only say that the bidder must submit a project team CV and a work description/solution, and that the project team must have at least 7 members during contract performance. One team member may cover several roles if that person meets all the relevant requirements. The bidder must provide enough detail for the contracting authority to assess compliance, and the authority may ask for additional information or documents within 3 working days. The exact team composition and competence requirements are in Annex 3. The work description must follow the structure in Annex 2 and the technical specification, and it will be evaluated under the award criterion 'content and quality of the tender'.
