The tender concerns the organisation of cooperation activities in national defence and civic education within the framework of the Civic Academy. The bidder must organise activities for the target group from September 2026 to 13 June 2027 for at least 250 unique participants. Compliance requirements

The tender documents include the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other mandatory grounds. The bidder must also confirm sanctions-related statements, including ownership and control restrictions linked to Russian nationals, residents and entities, and restrictions on using certain subcontractors or relying on their qualifications. If an exclusion ground applies, the bidder may be allowed to provide evidence of self-cleaning where the tender documents or applicable law so provide. The exact grounds and confirmations must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have successfully performed at least three comparable contracts within the 60 months before the start of the procurement. The contracts must concern similar activities in civic education, integration, community engagement or national defence and must have involved at least 60 participants. The bidder must provide a list of these contracts with their value, dates, contracting parties and contact details, plus the procurement reference number if available. If the services were provided under a framework agreement, qualification may be demonstrated through concluded and performed contracts under that framework agreement. The bidder’s team must include at least two members: a project manager and an activities organiser. The project manager must have higher education, Estonian as a native language or at least C1 level, and at least 24 months of project management experience during the last 5 years. The activities organiser must have at least secondary or vocational secondary education, be an adult, have Estonian as a native language or at least C1 level, and have experience during the last 3 years in organising or carrying out civic education, community engagement, integration or national defence activities for adults. CVs and the required supporting documents must be submitted with the tender. The tender must comply with the tender documents, and conditional or alternative tenders are not allowed. Required forms for the tender description, price, representation rights and joint tenderer authorisation must also be submitted where applicable.
