Compliance requirements
The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for, or control the company, have been finally convicted within the last five years for the listed exclusion grounds such as participation in a criminal organisation or corruption. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning measures, where allowed by law or the tender documents. The machine-readable notice did not include the full precise list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, or in an equivalent register. The bidder must confirm that it has the snow-clearing equipment needed to perform the contract, or an agreement to obtain or use such equipment. In the ESPD, the bidder must provide the make, model, registration number, blade description, ownership status and location of the snow-clearing equipment during the work period. At least one unit of snow-clearing equipment is required per service area; if the service area is larger than 36 km, two units are required. If the bid is submitted for several service areas, one unit must be provided per 36 km. The bidder must also confirm that the bid complies with the tender documents and provide a confirmation that it can fully compensate any damage caused by a possible breach of contract. The machine-readable notice did not include other precise selection or compliance requirements, so they must be checked in the tender documents.
