Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any acceptable evidence must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder’s total annual turnover for the last three closed financial years (2023–2025) must be at least EUR 440,000 in each year and at least EUR 1,320,000 in total for the three years. If turnover data cannot be verified from public registers, the contracting authority may request the last three annual accounts, extracts or other evidence. Within the 36 months before the start of the procurement, the bidder must have completed at least 3 supply contracts that meet the contracting authority’s requirements; the exact scope and other conditions must be checked in the ESPD and the tender documents. The tender must confirm that the offered grooming tractor together with the accessories complies with the technical specification, and the bidder must submit the manufacturer’s approved specification showing the make, model, dimensions, year of manufacture, length of the manufacturer’s warranty, number of seats, and the dimensions and main features of the accessories. The required forms and confirmations must also be submitted as required by the tender documents. The machine-readable notice did not include precise requirements; these must be checked in the tender documents.
