Compliance requirements
The machine-readable notice includes standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may be asked to show that it has taken self-cleaning measures. The notice also says that the exact exclusion details and any possible self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification requirements in the tender documents. The notice states that the bidder’s total annual turnover for each of the last three completed financial years (2023–2025) must be at least EUR 440,000. The bidder must also have completed at least 3 contracts in the 36 months before the start of the procurement for supplying similar equipment, namely a ski-track tractor. The bidder must provide the relevant turnover data in the ESPD and, if requested, annual accounts or other proof. For the reference contracts, the bidder must provide a list with contract details, values, dates and counterparties. The bidder must also confirm that it can supply the tractor in line with the technical description, including the required manufacturer’s specification and the Form VII confirmation. In addition, the bidder must confirm that it has had a sales representation for ski-track tractors during the last 5 years, has provided warranty and maintenance work, can ensure warranty service for at least 48 months with a response time of no more than 48 hours, has technical support and skills for regular maintenance, and has a trained maintenance technician with the relevant professional certificate. For a joint tender, a joint bidders’ power of attorney must be added. The bidder must also confirm that the offer is not conditional, that it accepts all tender document conditions, that it will disclose any business secrets correctly, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
