Compliance requirements
The bidder must confirm that neither it nor its management or representative persons have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, human trafficking or any other exclusion ground listed in the tender notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the completed application form for participation in the procurement procedure, the completed tender form and the technical information material. The tender must comply with the conditions set out in the procurement documents, and conditional tenders are not allowed. If this is a joint tender, a power of attorney for the joint bidders must be attached. The tender price must be entered according to the structure set out in the worksheet ‘Award criteria and evaluated indicators’. The bidder must confirm a warranty of at least 48 months from delivery of the equipment; the warranty must cover repair and replacement equipment during warranty repairs, as well as battery defects. The bidder must declare all substances on the REACH candidate list with a content above 0.1% by mass for each product and accessory, and provide evidence of the presence or absence of those substances. The machine-readable notice did not include precise selection or suitability criteria; they must be checked in the tender documents.
