Compliance requirements
The tender documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption and other criminal offences. The bidder must answer the exclusion questions, and if an exclusion ground applies, it may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds in the excerpt, so the exact grounds and any additional confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the team composition and forms required in the tender documents. For lot 1, the team must include at least one project manager, one Estonian-as-a-second-language trainer and one field expert/tandem trainer. If needed, the project manager and trainer roles may be performed by the same person, provided that person meets the trainer requirements and service quality is ensured. All team members must meet the minimum requirements in points 8 and 9 of the technical description and speak Estonian as a native language or at least at C1 level. The bid must include signed CVs for the trainer and the field expert/tandem trainer, together with copies of documents proving their qualifications. A curriculum plan must also be submitted on the prescribed form; the successful bidder must submit an initial detailed training plan within 14 working days after contract signature, based on the curriculum plan included in the bid. The bid must comply with all conditions set out in the procurement documents.
