Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise additional exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last completed financial year before the start of the procurement must be at least EUR 20,000. Joint bidders may aggregate turnover. The bidder must provide turnover data and, if requested by the contracting authority, an extract from the annual accounts or other evidence if the data are not publicly available. To prove technical and professional ability, the bidder must submit a list of public road construction design contracts completed within the last 36 months. At least 1 properly performed contract is required. Upon request, the bidder must provide the client’s confirmation that the contract was performed properly and that a public road construction design was prepared under it, together with the contract completion date and the value excluding VAT. If the bidder relies on another entity’s resources, the details of that entity and, upon request, the relevant consent must also be provided. The compliance conditions require a fully completed HD IV work and work-item handover and payment schedule as an Excel file, and the bidder must confirm acceptance of the tender notice and procurement document terms, submit a tender only for the matters for which competing tenders are requested, and indicate and justify any business secrets. In the case of a joint tender, a power of attorney and separate ESPD documents for each joint bidder must be submitted. For authorised persons, the name and personal identification code, or confirmation that no such persons exist, must be provided.
