The bidder must be registered in the Estonian Business Register or an equivalent register in its country of origin. If the bidder is registered outside Estonia, it must provide proof issued by the competent authority of its country of origin.

The machine-readable notice did not include precise qualification, suitability or compliance requirements beyond the documents to be submitted. The bidder must submit a comprehensive price quotation, equipment specifications and the completed technical compliance form (Annex 1). The quotation must show installation and training costs as separate line items, and the bid must be unconditional. Any exact requirements must be checked in the tender documents.
