Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or terrorist offences. The bidder must also confirm that it is not subject to international sanctions and that the offered goods do not originate from sanctioned regions. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The tender documents may also require information on the company’s authorised persons if they are not visible in the business register.
Qualification criteria and exclusion grounds
Within the 60 months before the publication of the contract notice, the bidder must have carried out at least one similar construction contract on a heritage-protected building or building complex with a closed net floor area of at least 200 m². A similar contract means construction, renovation or reconstruction of the whole building as the main contractor, including the construction or reconstruction or renovation of load-bearing structures and external envelope elements, and the construction, renovation or reconstruction of interior spaces. The bidder must provide a confirmation letter from the client for the reference contract, unless the client is Tori Vallavalitsus. For the service part, the bidder must have completed within the last 36 months at least one equivalent assignment: design of a building as main contractor with a design volume of at least 200 m² of closed net floor area, and the design must have been completed at least at preliminary design stage, including structural design and technical systems such as heating, ventilation, cooling, heat supply, electrical installation, energy efficiency and automation. The bid must comply with the requirements in the tender documents and, where necessary, evidence of equivalence must be attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the bidder relies on the resources of another company, that company’s consent must be submitted. The bid price must be submitted in the required form.
