Compliance requirements
The bidder is excluded if it has unpaid state tax or payment debt of 100 euros or more, or if liquidation proceedings have been initiated against it, bankruptcy has been declared, compulsory dissolution has been initiated, or it has a valid warning of deletion from the commercial register. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must have the right to perform electrical works under Estonian rules and may use a subcontractor for this purpose if needed. The electrical part of the works up to the control panel must be carried out by a competent person, and the registration number or details must be provided. The bidder’s annual net turnover must be at least EUR 1,100,000 in each of the last three financial years, and this must be proven by annual accounts or an accountant’s confirmation. In the last 5 years, the bidder must have supplied and installed at least one comparable complete grain silo or grain bin solution with a height of at least 15 m, including integration with the control system of an existing grain complex; reference project details must be submitted. The bid must comply with the technical specification, be submitted on a turnkey basis, and include the required technical description and price offer. In addition, the bidder must confirm compliance with the tender documents, that any equivalence has been explained where needed, that the offered goods are not subject to international sanctions, that subcontractors subject to sanctions are not used for more than 10% of the contract value, that no subcontractor subject to replacement is used, and that there is no conflict of interest. The bid must also include the information required by section 7(6) of the regulation.
