The only explicit exclusion ground in the machine-readable notice is tax debt. The contracting authority will exclude a bidder if it has tax arrears for state taxes, social contributions or environmental charges under the Taxation Act, or if it has unpaid social tax debt under the laws of its country of establishment. A bidder registered outside Estonia must submit a valid certificate or document from the competent authority in its country of residence confirming that it has no tax debt.

The bidder must show VAT-exclusive turnover from solar power plant construction for both the 2024 and 2025 financial years, and that this turnover exceeded EUR 300,000 in each year. The bidder’s main activity must be solar power plant construction, under EMTAK code 42221 Construction of electricity and communication networks and/or 43211 Electrical installation work. The bidder must submit the company’s VAT-exclusive turnover by activity for 2024 and 2025, with solar power plant construction turnover shown separately. The bidder must also have an activity corresponding to solar power plant construction registered in the economic activities register and must provide the activity notification number and the name of the activity.
