Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD: participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering or terrorist financing, and other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the law or tender documents permit it. The exact list and wording of all exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully performed at least one similar electricity sales contract during the 36 months before the start of the procurement, with a contract value of at least EUR 300,000 excluding VAT. The bidder must provide contract details in the ESPD, including the subject of the contract, duration, value excluding VAT and the other party’s details. The notice also requires the bidder to confirm that the bid complies with the tender documents, that the offered electricity is not subject to international sanctions and does not come from sanctioned regions, and that the bidder accepts the required standard terms. The bid must be submitted as a framework agreement for 54 months, with expected start on 1 January 2027.
