Compliance requirements
The bidder must confirm that neither it nor its management body members have been convicted within the last 5 years of participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are citizens or residents of the Russian Federation, entities established in Russia, entities more than 50% owned or controlled by such persons or entities, or representatives/agents acting on their instructions. In addition, the bidder must confirm that it will not use a subcontractor that would have to be replaced under Section 122(7) of the Public Procurement Act. The contracting authority may reject a bid if the resulting contract would be void due to sanctions rules.
Qualification criteria and exclusion grounds
The bidder must have at least 5 years of experience in providing catering services. For lot 1, the bidder must submit a list of at least 1 contract similar to the contract subject matter; a similar contract is one that includes a full-service arrangement for preparing and distributing food for about 1,000 people and the related preparatory and follow-up activities. For the contracts, the bidder must provide a description, total amount, currency, the bidder’s scope of responsibility, amount, period, customer name, contact person’s name, email, telephone, and, where applicable, URL, code and issuer. For the catering service, the bidder must confirm compliance with all applicable health, hygiene and other requirements. When submitting the bid, the bidder must also confirm that the bid meets the conditions set out in the procurement documents and that the bid price has been prepared in the required structure. If participating as a joint bid, a power of attorney for the joint bidders must be attached.
