Compliance requirements
The machine-readable notice includes the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other criminal offences, as well as the related self-cleaning questions. The bidder must confirm whether any such exclusion ground applies to the company or to persons who represent or control it, and may need to provide evidence of rehabilitation measures. The notice also refers to tax and social security payment confirmations. The exact exclusion grounds and any detailed proof requirements should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must form a research team of at least three members: a project manager, one qualitative research analyst and one quantitative research analyst. The project manager must have worked as project manager in at least three qualitative studies or analyses during the 60 months before the start of the procurement. The qualitative research analyst must have higher education and must have participated as an analyst in at least three qualitative studies or analyses in the social field, such as health, work or social topics, during the last 60 months. The quantitative research analyst must also have higher education and must have participated as an analyst in at least three quantitative studies or analyses in the social field during the last 60 months. The bidder must submit a team description, the project manager's CV, the analysts' CVs and copies of the analysts' education documents. The bid must also include a service description that matches the technical description.
