Purchase of electrical and construction materials

The bidder must confirm that none of the exclusion grounds listed in Section 95(1)(1)–(5) of the Public Procurement Act apply. A foreign bidder must provide a criminal record certificate or an equivalent document issued by a court or administrative authority in its country of establishment, as well as a certificate from the competent authority in that country confirming the absence of the circumstance referred to in point 4. The contracting authority has also set a domestic restriction based on the bidder’s place of residence or establishment, and the bidder must confirm whether that restriction applies. In addition, the bidder must confirm that the bid is not conditional and that it does not contain prohibited trade secret information such as the bid price or unit prices.

The bidder’s total net turnover from all business activities for the last completed financial year before the start of the procurement must be at least EUR 330,000 for lots 1 and 3, and at least EUR 195,000 for lot 2. The bidder must provide turnover figures for the last three financial years and, upon request, an extract from the annual accounts. A foreign bidder must provide a certificate from the competent authority in its country of establishment or another equivalent document. If the latest financial year data are not yet publicly available, the bidder must submit a document showing that the turnover requirement is met.
