Compliance requirements
The tender passport includes the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must answer the exclusion questions and, where relevant, provide the conviction date, reason, person convicted, exclusion period, self-cleaning measures and electronic evidence details. If an exclusion ground applies, the bidder may present proof of self-cleaning where allowed by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year completed by the start of the procurement must be at least EUR 175,000. Joint bidders may combine their figures. The bidder must submit turnover information in the tender passport and, if requested, provide the latest annual report extract or other proof of turnover. The bidder must also have properly and in accordance with good construction practice completed, as main contractor, at least 1 construction contract in the 60 months before the start of the procurement, and that contract must have included construction work for a publicly accessible children’s playground. The bidder must provide contract details and evidence of proper performance. The tender documents also require the bidder to confirm that the bid complies with the procurement documents, to submit the detailed price offer form, and, if applicable, a joint bidders’ power of attorney and equivalent-solution confirmation.
