Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The notice also requires confirmation that the bidder has not been convicted in the last five years, or that any exclusion period has expired, and that self-cleaning measures may be shown where allowed. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one construction contract in the last five years (60 months) that included building a nature-like fish pass on a natural watercourse and reconstructing or building a concrete bridge at least 5 m wide. The works may have been carried out under separate contracts. The bidder must submit contract details, including a short description, contract dates, value excluding VAT, and the client’s name, email, phone and procurement reference number if applicable. If the information is not publicly available to the contracting authority without significant effort, the bidder must provide additional explanations, data or documents within 5 working days of the request. On request, the bidder must also provide a client confirmation that the work was performed properly, or if the bidder was not the main contractor, a confirmation from the main contractor. The bidder must involve at least one responsible person who meets the professional standard of a certified hydrotechnical engineer, level not fully specified in the machine-readable notice; the exact level must be checked in the tender documents.
