Compliance requirements

The machine-readable notice includes the standard mandatory exclusion grounds. These cover final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences and related offences, money laundering or terrorist financing, child labour and other forms of trafficking in human beings, as well as other mandatory exclusion grounds under the tender documents and applicable law. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the tender documents or law permit it. The exact exclusion grounds and any detailed confirmations must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have experience in organising Estonian as a foreign language / second language courses for adults. At least one contract for such services completed within the 36 months before the start of the procurement must be submitted in the tenderer’s ESPD, with information on the contract dates and the other party; the notice also refers to cost, contact details and the procurement reference number if available. The bidder’s team must include a project manager with higher education, Estonian at native level or at least C1 level, and at least 12 months of project management experience within the 10 years before the start of the procurement. The team must also include at least 3 teachers. Each teacher must have a qualification as an Estonian language teacher, a teacher of Estonian as a foreign/second language, another language teacher or humanities teacher, or a bachelor’s or master’s degree in philology, humanities or education sciences; at least one in-service training course supporting Estonian language teaching completed within the last 10 years; and at least 24 months of experience teaching Estonian to adults within the last 10 years. For the classroom-based courses, the bidder must provide the addresses and short descriptions of the planned training rooms. The bid must include the forms required in the tender documents, the list of team members, CVs and copies of the relevant education, qualification and training documents, and confirmation that the planned methods, rooms, equipment, e-learning environment and costs comply with the tender documents.
