Compliance requirements
The bidder and members of its management body must not have been finally convicted within the last five years for participation in a criminal organisation or for corruption. If such a ground exists, the bidder may submit evidence of self-cleaning measures, where permitted. The ESPD also includes questions on whether the information is electronically available and what the relevant evidence, code and issuing authority are. The machine-readable notice did not include any other precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average net turnover in printing services for the last three completed financial years must exceed EUR 250,000. This requirement applies to lots 1–15. The bidder must provide the relevant annual figures in the ESPD.
To demonstrate technical and professional ability, the bidder must have printed at least two periodicals within the 36 months preceding the start of the procurement procedure. Each publication must have had a value of at least EUR 5,000 excluding VAT. The bidder must submit the client name and contact person with contact details, the contract value, the time of performance and a description of the work in the ESPD.
Under the compliance requirements, for each lot the bidder must confirm whether the bid is a joint bid, whether it contains trade secrets, whether the bidder complies with the EU Council sanctions-related condition, whether the offered goods are not subject to international sanctions, and whether the offered service meets the contracting authority’s requirements. The bidder must also submit a description of the offered service at the level of detail required in Annex 1 to the tender documents and cost details on the form in Annex 3 to the tender documents.
