Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. Where applicable, the bidder must provide the date of conviction, the reason, the person convicted, the duration of exclusion and any self-cleaning measures. The contracting authority also requires confirmations that the bidder does not use prohibited subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value, does not engage a subcontractor subject to exclusion, and that the offered goods are not subject to international sanctions and do not originate from sanctioned territories. If available, a reference to electronic evidence must also be provided.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capacity: it must have experience in manufacturing and/or supplying fire testing equipment and must provide details of at least 2 supply contracts completed within the 60 months before the start of the procurement. A cone calorimeter for testing the fire behaviour of materials according to ISO 5660-1 and ASTM E1354 or equivalent standards is considered similar. For each contract, the bidder must provide the period, value and details of the other contracting party, and in the tender also proof of contract performance, such as a handover certificate or other confirmation. The tender must comply with the technical specification, state the manufacturer and model of the equipment, and include the manufacturer’s technical data sheet and/or user manual. The bidder must confirm that the tender complies with the procurement documents, that equivalence has been explained where necessary, and that the tender price is submitted in the required structure. If the bidder submits a joint tender, a power of attorney from the joint bidders must be provided.
