Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and the other listed grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents or law. Qualification criteria and exclusion grounds
The bidder’s total annual turnover for each of the last three completed financial years must be at least EUR 300,000. The bidder must provide turnover data in the ESPD and, if requested, annual accounts, extracts or other supporting evidence. If the bidder relies on another entity’s resources, that entity’s details and a joint liability confirmation must also be provided. To prove technical capacity, the bidder must have completed at least two sales and/or rental contracts for presentation equipment within the 36 months before the start of the procurement, each worth at least EUR 100,000 excluding VAT; for a rental contract, the required amount must have been paid as of the publication date. A list of the contracts must be submitted with values, dates, the other contracting parties’ contact details and, for public contracts, the reference numbers. The tender must comply with the technical specification: the equipment must be new and in original packaging, exact model names must be provided, manufacturer datasheets must be attached, compliance with the technical specification must be explained, a public manufacturer website for verification must be given, and the contact details of the company performing warranty work must be included. If an equivalent product is offered, evidence of equivalence, a comparison table, model names and product images or drawings must be submitted. In a joint tender, a power of attorney for the joint tenderers must be attached. If authorised representatives are not shown in the business register, a list of those persons with personal identification numbers and the basis of representation must be provided.
