Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption, fraud and other mandatory grounds. The bidder must answer the exclusion questions, and if an exclusion ground applies, it may provide evidence of self-cleaning where allowed. The machine-readable notice does not provide a complete plain-language list of all exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must submit at least 1 contract in the field of telephony and/or data transmission services, completed within the 36 months before the start of the procurement, with a value of at least EUR 50,000 excluding VAT. The bidder must provide the client name and contact details, a description of the contract subject, the performance period and the contract value. For compliance, the bidder must describe the self-service environment login solution, role-based access control, the technical solution for data integration and automatic export, and confirm compliance with the E-ITS information security standard or an equivalent. The bidder must also provide access to a demo account, an Estonian user manual, a description of the solution for synchronising employee presence information and calendars, and confirmation that the bid complies with the tender documents. In the case of a joint bid, a power of attorney from the joint bidders must be attached.
