Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal organisation participation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and the bidder must confirm whether any such ground applies to the bidder or to persons who manage, represent or control the bidder. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed by law or by the tender documents. The notice also requires confirmation that the bidder does not use a subcontractor who would have to be replaced under the relevant law.
Qualification criteria and exclusion grounds
The bidder must be properly registered in the professional register of its country of establishment. In Estonia, the contracting authority checks registration itself, but a foreign bidder must provide proof of registration for electrical work activities: either 'Electrical work. Maintenance of electrical installations' or 'Electrical work. Maintenance and handling of electrical installations'.
The bidder must have completed at least one electrical installation operation management service contract in the 36 months before the start of the procurement. The contract value must be at least EUR 30,000 excluding VAT. The bidder must provide the contract details, including value, dates and the other contracting party.
For the compliance requirements, the bidder must name a responsible specialist for the service. That specialist must have at least a B-class competence certificate or an equivalent qualification, or at least the professional qualification 'Building electrician, level 5' or an equivalent qualification. The bidder must submit the specialist’s name, personal identification code and competence.
The bidder must also submit the required price annex for object prices and the hourly rate for additional electrical work, and confirm that the bid is prepared in the required structure.
