Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators, or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may in some cases submit evidence of self-cleaning measures to restore reliability. Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three completed financial years must be at least EUR 120,000. The bidder must provide the net turnover figures for 2025, 2024 and 2023. The bidder must have completed at least one supervision services contract as the main contractor within the 36 months before the publication date of the contract notice. The reference must relate to a similar object: either at least one public building with a closed net floor area of more than 5,000 m², or at least three public buildings each with a closed net floor area of more than 3,000 m². A list of contracts must be provided, including the partners, contact details, object, closed net floor area and contract period; for contracts awarded through public procurement, also the procurement reference number. The bidder must involve a responsible supervision specialist with at least the professional certificate “Diplomeeritud ehitusinsener, tase 7”, specialisation “Hoonete ehitus”, selected competence “Omanikujärelevalve”, or an equivalent qualification. For the supervision of special works, the bidder must involve specialists with the relevant field experience and qualifications for high-voltage systems, fire and security alarm systems, heating-ventilation-cooling, water supply and sewerage, automation, and heritage protection. Each field has specific required professional or competence certificates, and an equivalent proof may be submitted. If the certificate was issued in Estonia, the contracting authority will verify it through the public professional register; if it was issued abroad, the bidder must submit both the issuing body’s document and the Estonian competent authority’s confirmation of equivalence. The offer must include Form 2 participation application, Form 3 price table, and Form 4 CVs for the required specialists. If the bidder relies on equivalence, this must be explained and supported by evidence.
