Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members, persons with representation powers, or persons exercising control have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm payment of taxes and social security contributions and the absence of sanctions-related restrictions, including that the offered goods are not subject to international sanctions and that subcontractors or suppliers linked to the Russian Federation do not account for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The tender must comply with the procurement documents, the technical specification and the form in Annex 1. The bidder must provide product technical information or other documentation that allows the contracting authority to verify the characteristics and compliance of the offered product. Compliance documents for each product must also be submitted. Together with the tender, two samples in original packaging must be provided for the offered products, and they must be properly labelled and delivered by the deadline. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached. The tender must not be conditional, and the bidder must confirm equivalence where it relies on an equivalent solution. For lots, a tender may be submitted for up to 2 lots, and a contract may be awarded to one bidder for up to 2 lots.
