Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may indicate self-cleaning measures where allowed. Qualification criteria and exclusion grounds
The bidder must have completed at least 1 accepted and adopted general plan preparation or higher-level spatial plan SEA assignment as lead expert during the 36 months before the start of the procurement. The bidder must provide the plan name, the date and number of the legal act adopting it, and the name of the issuing authority. The lead expert for strategic environmental assessment must meet the requirements of Section 34(4) of the Environmental Impact Assessment and Environmental Management System Act, and the bidder must provide the expert’s name, education and professional certificate number. The team must include a planner, SEA lead expert, impact assessor, landscape architect, road engineer, environmental expert, cultural heritage specialist and a lawyer with experience in analysing spatial plans. The bidder must submit the list of specialists and copies of their education and professional certificates.
