Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm information related to the payment of taxes and social security contributions or provide the data needed to verify it. The exact exclusion grounds and confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice and selected documents do not provide precise qualification or suitability requirements beyond the requirement to submit the tender in the prescribed form and, where applicable, a power of attorney. The bidder must submit the participation application form (Form 1). If the person signing the tender on behalf of the bidder is not entered in the register as an authorised representative, a power of attorney (Form 2) must be submitted with the tender. For joint tenders, a joint power of attorney must be attached if applicable. The bidder must also submit a size chart showing the correspondence between ready-made garment sizes and chest, waist and hip measurements, and complete the product data and prices in Annex 1. If the tender documents require proof of equivalence, the bidder must explain equivalence and attach supporting evidence. Precise requirements must be checked in the tender documents.
