Compliance requirements
The tender documents include the standard exclusion grounds for criminal organisation, corruption and other mandatory grounds under the Estonian Public Procurement Act. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not provide the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a bid that complies with the technical requirements. The offered devices must match the technical specification, and compliance must be demonstrated with the manufacturer’s technical data sheet and/or user manual. A maintenance plan for the warranty period must also be submitted, showing the regular maintenance frequency, at least once a year, the work to be performed and the time required. If the bid is submitted jointly, a power of attorney for the joint bidders and a statement on joint and several liability must be provided. The bidder must also submit Annex 4 Form II and Annex 1 Technical Description. In addition, the bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned areas, and that subcontractors and suppliers subject to Russian sanctions are not involved for more than 10% of the contract value. The bidder must be the official representative of the offered device and provide proof of this; if there is a sub-authorisation, the corresponding documents must also be submitted. The offered devices must bear the CE marking and comply with Regulation (EU) 2017/745; declarations of conformity and, where applicable, certificates of conformity or copies of them must be submitted. If equivalence is claimed, it must be explained and supporting evidence must be attached.
