The machine-readable notice included criminal conviction exclusion grounds, including participation in a criminal organisation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder must not have a final conviction within the last five years for these grounds, unless the exclusion period has expired. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed by the procurement rules or tender documents.

The bidder’s team must include at least two experts. The first expert must have a master’s degree or an equivalent level of education in natural sciences, engineering or another field related to the subject of the service; a different field is acceptable only if it is linked to prior work experience in water management or the water supply and sewerage sector. This expert must have at least 5 years of experience in water management and experience in preparing at least three approved water supply and sewerage development plans, including at least once in the role of lead or responsible expert. The second expert must hold a valid professional certificate ‘Diplomeeritud veevarustuse ja kanalisatsiooni insener, tase 7’ with specialisation in external water supply and sewerage, or an equivalent qualification, at least 3 years of experience in data analysis, modelling and standardisation, and experience within the last 7 years in at least one project where a data taxonomy, classifier system or data model was created or significantly developed, or where a taxonomy or data standard was implemented in an information system or data platform. CVs must be submitted for both experts; for the first expert, an education document is also required, and for the second expert, a document confirming the professional certificate is required. One person may fill both expert roles if that person meets the requirements for both roles.
