Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The exact exclusion grounds and any possible evidence must be checked in the ESPD and the tender documents.

Qualification criteria and exclusion grounds

The tender must comply with the procurement documents and remain valid for 3 calendar months from the deadline for submission of tenders. The bidder must submit 1 sample foam concentrate drum pump set before the tender deadline to Raua 2, Tallinn, and confirm that the sample meets all requirements. The offered product must bear the CE marking. The manufacturer must have an ISO 9001 certified quality management system, and the bidder must provide the manufacturer’s certificate. An Estonian product sheet showing the technical data of the offered product must also be submitted. The bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned areas. Delivery must take place within 3 calendar months from signing the contract, and the warranty must be at least 24 calendar months from signing the handover certificate. If an equivalent solution is offered, equivalence must be explained and supporting evidence attached. In the case of a joint tender, a power of attorney must be submitted; if there is no joint tender, a confirmation to that effect must be provided.
