Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour, human trafficking or any other exclusion ground listed in the ESPD. If any such ground applies, evidence of self-cleaning measures may need to be provided. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one water supply and sewerage engineer at EQF level 7 with a specialisation in external water supply and sewerage and competence to prepare external water supply and sewerage designs, or equivalent competence. The specialist must have experience as the responsible designer for at least one wastewater treatment plant of 1,000 population equivalent or two wastewater treatment plants of 500 population equivalent. The specialist’s CV on Form 1 and a link to the professional certificate in the public register must be submitted. Under the compliance requirements, only bidders who have visited the contract performance site may submit a tender; the certificate issued by the contracting authority must be attached. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The tender must comply with the procurement documents, be submitted in the required structure, and conditional tenders are not allowed. If equivalence is relied on, it must be explained and supporting evidence must be attached. The participation application must be completed properly and signed.
